The History of RCONA

 


RCONA: Going Strong Since 1997…

The Roseville Coalition of Neighborhood Associations was an idea conceived by a group of neighborhood leaders and the Roseville Police Department. In 1993, the Roseville Police Department began its community policing project, organizing three neighborhood associations--Cherry Glen, Theiles Manor, and Roseville Heights--to improve conditions of crime, traffic and other quality of life issues within those neighborhoods. The Roseville Coalition of Neighborhood Associations (RCONA) was formally established in 1997. It is modeled after the Portland Oregon Neighborhood Plan, and RCONA has received both national and international acclaim.

Today RCONA consists of 38 neighborhoods within the City of Roseville. The City of Roseville is divided by the Police Department’s Community Service Unit into four Beats with two Sergeants overseeing the patrol officers in each area. These are not homeowners associations, but a City of Roseville supported network of neighborhoods, businesses, and local leaders. City staff within the Neighborhood Services Department work directly with the neighborhood associations.

RCONA consists of one representative from each of the Neighborhood Associations. These representatives serve on the RCONA Board which meets the third Thursday of each month at the Roseville Corporation Yard; however anyone who lives or owns property in Roseville as well as business owners are members of a neighborhood association, and thus, a member of RCONA. RCONA is the voice of the people who live and work in Roseville.

Volunteers participating in their neighborhood association join and work together to improve their neighborhoods in order to maintain a high quality of life here in Roseville. RCONA supports the neighborhood associations and can lend assistance to them in the forming of neighborhood watch programs; finding resolutions to development related issues; arranging an Easter Egg Hunt for their neighborhood; Movies in the Park; neighborhood garage sales; Neighborhood National Night Outs; Halloween Parades; social gatherings to meet neighbors, and meetings to discuss issues of crime prevention. With RCONA’s help, these dedicated and devoted neighborhoods contribute to keeping Roseville a safe, clean and respectable place to live and work.

The RCONA Traffic Task Force completed a study of the traffic crisis in Roseville and submitted recommendations on traffic, which were accepted by the Roseville City Council. These recommendations are being successfully used in the City. Some of those recommendations have included synchronized traffic signals, the triple left hand turns, etc. Furthermore, RCONA has been instrumental in bringing the KEEP KIDS ALIVE DRIVE 25 signs to Roseville. The KEEP KIDS ALIVE DRIVE 25 program is a safety campaign designed to encourage motorists to observe the residential speed limit. In most of our towns and cities across the United States, the residential speed limit is 25mph. Thus, the slogan “KEEP KIDS ALIVE DRIVE 25”. You will see these signs as you drive through our neighborhoods and that is a direct result of RCONA.

RCONA is actively involved with the Neighborhood USA (NUSA) and sends representatives to the annual national conferences. At the NUSA Conferences, we have the opportunity to attend workshops focused on improving our neighborhoods as well as network with other neighborhood representatives from throughout the United States. The Meadow Oaks, Maidu, and Roseville Heights neighborhoods have been nominated as NUSA Neighborhood of the Year.

RCONA hold a Candidates’ Forum spotlighting local candidates during each Election Year. Participation in the Roseville Downtown Tuesday Nights and other local events such as the Roseville 4th of July 5K Fun Run, the Crimestopper’s Chili Cook Off is only part of RCONA’s outreach to the community. In 2007, RCONA in cooperation with the City of Roseville sponsored three Summer Movie in the Park Events at three of our local parks. Approximately 200+ neighbors joined together to watch a family movie.

This year, RCONA has successfully published and distributed their first newsletter “ The RCONA Neighborhood Beat” to the neighbors. This publication is also showcased on our informative website www.rcona.org. The website serves as a resource and includes lots of valuable information on the neighborhoods and RCONA.

RCONA is an all volunteer, non-profit, non-political organization, comprised of representatives of Roseville’s individual neighborhood associations.
